Cartoon Development in Changzhou National Hi-tech District

CHANGZHOU, China, Aug. 15 /Xinhua-PRNewswire/ -- Changzhou National Hi-tech District, based in Jiangsu province, China, announces that following one and a half year's of hard work the district has established a cartoon city. Participation includes more than 40 famous animation companies from Beijing, Shanghai, and Guangzhou, and cooperative agreements from 8 overseas entities from Korea, India, Canada, Malaysia, and Singapore. Based on the status of their working agenda, by the end of this year, 12 animations should be completed, totalling 6,251 minutes.

''It is a strategic move in the upgrading of the economic mix,'' Changzhou Party Secretary, Mr. Fan Yanqin, was quoted as saying. Year on year rapid economic growth in the Yangtze River Delta is facing a continual increase in constraints from resources and the environment. Featuring high knowledge intensity and long industry chains, animation was selected by Changzhou from 2004 as a breakthrough in upgrading the local economy. Since then Changzhou has sponsored the International Cartoon Festival every year and developed a truly State-level cartoon art exchange platform with international participants. This has resulted in Changzhou being named the State Animation Base.

The Changzhou Municipal Government has taken a series of incentive policies and actions in support of this platform by sponsoring the International Cartoon Art Festival, including annual activities with Korean Jiangyuan Animation Institute and US-based Disney; by holding the China Creative Idea Market, cooperation projects in animation production with entities from the US, Canada, France, Japan and Spain; and the construction of public technical services for the nationwide post production base and the education of scriptwriters and other talents. Out of those colleges and universities located in Changzhou, 12 have included into their curriculum the animation major and relevant courses. Changzhou is now a gathering for the nations top cartoon scriptwriters. The cartoon play auditing and trading platform is also establishing itself in Changzhou.

Before the end of this year, Changzhou Cartoon City plans to entice another 50 animation entities to set up their facilities.
