ACS to Provide Utah With Electronic Access Card Services for Utah Unemployment Benefit and Child Support Recipients
DALLAS, Dec. 15 /PRNewswire-FirstCall/ -- Affiliated Computer Services, Inc., (NYSE:ACS), a premier provider of business process and information technology outsourcing solutions, announced today that it will provide the state of Utah with electronic access card services for the disbursement of unemployment insurance benefits and child support payments with the option to add additional programs in the future.
Utah will be the first State in the nation to provide both unemployment insurance and child support payments via an electronic payment card and the second state to use a card for unemployment insurance payments. The phased implementation began in October 2004 and is expected to be fully operational by year-end 2005.
"There are literally thousands of locations in Utah and around the nation and the world where Utah EAC program cardholders can use their cards," said Raylene Ireland, executive director of the Utah Department of Workforce Services. "The program is provided at no cost to the state, and cardholders can use their cards to access their funds at little or no cost to them in a safe and timely manner. Also, we are very pleased that ACS has their customer service call center located here in Utah."
Under the contract, ACS enables benefit and payment recipients to receive and access their funds with a MasterCard(R)-branded debit card. Payments are loaded onto the clients' cards upon receipt from the state. Clients can access their funds at ATMs and bank branches that accept MasterCard and can use their cards to purchase goods at retail merchants or service providers that accept MasterCard.
Benefits to the State include reducing the cost of producing and mailing benefit and payment checks; lower administrative costs; fewer returned, lost, or stolen checks; and, for child support payments, a reduction in undistributed child support collections.
Clients gain faster and more secure access to funds, no longer having to rely on check cashing outlets with check cashing fees, and enjoy the convenience of using a debit card for cash access and purchases.

The phased-in program began in October 2004 with the disbursement of unemployment insurance benefits to claimants. Child support custodial parents will be able to elect to use the card to receive their child support payments in February of 2005.
It is anticipated that a total of 45,000 cardholders will be using the program when fully implemented. ACS provides similar nationally branded electronic payment cards in Georgia, Ohio, and Pennsylvania.
