College Campuses Will Get Immediate Emergency Warnings Under New Law
A new law signed by President Bush requires colleges to immediately notify students and staff when there's a significant emergency on campus. The move follows calls for faster action after shootings at several campuses across the country, including 32 deaths at Virginia Tech in 2007. Using low- and high-tech means, many institutions are already issuing campus-wide notifications during emergencies. Other campus safety measures in the new law include a federal matching grants program to fund campus emergency response and notification improvements and an expansion of the reporting of hate crime statistics.

More than 69-thousand votes have been cast for 63 groups or solo acts, and only Presley garnered more than 10 percent of the ballots. Fans are allowed to vote once a day through New Year's Eve. The annual winner will be announced on New Year's Day.

Research Shows 10-Year Decline in Youth in Custody in the Justice System
Youth in custody decreased 12 percent from 1997 through 2006, according to the Office of Juvenile Justice and Delinquency Prevention. The group studied custody trends by gender, race/ethnicity, offense type, and individual states. It also found adult custody increased dramatically during this time period and the direction and amount of change varied among the states from an extreme increase of 108% in Idaho to an extreme decrease of 49% in Louisiana. Since 1997, the number of boys in placement decreased 13 percent and girls decreased just 2 percent.
