Ohio Motion Picture Tax Incentive Passed by Ohio Senate; to Be Heard in House of Representatives Next Week
CLEVELAND, Dec. 7 /PRNewswire/ -- Yesterday, the Ohio Senate unanimously approved Senate Bill 155 - the Ohio Motion Picture Investor Tax Credit - sponsored by Senator Patricia Clancy (R - Cincinnati). If enacted into law, Clancy's bill will create a significant state-based tax incentive to attract motion pictures and other media production to Ohio. In addition, the bill will create a statewide panel to explore other ways to grow Ohio's share of the electronic media sector - including motion pictures, television, commercial and new media production.
Senator Clancy said, "Experience in other states with similar proposals designed to attract the film industry show that these tax incentives really work. With tremendous urban and rural diversity, a skilled workforce and strong businesses, Ohio is the ideal location to shoot a movie," Clancy concluded.
Today, Senate Bill 155 will be assigned to be heard in a committee of the Ohio House of Representatives. Representative Tom Patton (R - Strongsville) sponsored HB 575 this year, a companion bill to SB 155. In addition to his post in the Ohio House of Representatives, Rep. Patton is also President of IATSE Treasurers and Ticket Takers Local 756.
"In my union capacity, I work with some of Ohio's most talented and creative people," said Patton. "With this legislation, our state can become a leader in drawing new motion picture and other media production - creating new, family-supporting jobs for men and women in Ohio," Patton concluded.
Should the House and Senate agree on the legislation, the bill will move to the desk of Governor Robert Taft. Once it is signed into law, Ohio will be one of a few states with this kind of economic development program, joining Louisiana, Georgia, Arizona, Rhode Island, Massachusetts and New Jersey. Louisiana's program helped bring that state over $500 million in motion picture investment last year alone - up from $20 million just five years ago.
The Ohio Motion Picture Tax Incentive has picked up support from many quarters, including the Ohio Hotel and Lodging Association and recently the Ohio Conference of Teamsters. Roger Insprucker, President of the Ohio Conference of Teamsters, said, "This bill will bring millions of dollars into Ohio's economy, creating a countless number of good paying jobs. Together, we can be leaders in creating a strong base for the motion picture industry resulting in positive economic and employment gains for our state," Insprucker concluded.

The Greater Cleveland Film Commission and the Greater Cincinnati/Northern Kentucky Film Commission serve northern and southern Ohio, respectively, in bringing media business to Ohio. About 35% of the typical production budget is spent on payroll for skilled Ohioans (carpenters, electricians, truck drivers and the like) while 65% is spent on purchases of local goods and services from hotel rooms to groceries. While movies tend to capture the public's imagination, commercial and television productions spend significant dollars here as well.
