John Marshall to Join CGI-AMS

FAIRFAX, VIRGINIA, Dec. 2 /PRNewswire-FirstCall/ -- CGI-AMS, the wholly- owned U.S. operating subsidiary of CGI Group Inc. (CGI) (TSX: GIB.SV.A; NYSE: GIB), today announced that John Marshall, currently the Assistant Administrator of the Bureau for Management for the U.S. Agency for International Development (USAID), will join the company on January 3, 2005 as Vice President of Federal Program Strategy and Business Development. In his new role, Marshall will draw on his 25 years of experience to lead CGI-AMS' strategic program initiatives and business development efforts for the federal consulting practice.

As the head of the Bureau for Management and the Agency's Chief Information Officer, Marshall directs the Agency's management and administration services supporting USAID's worldwide missions. His responsibilities include human resource management, accounting and financial management, procurement policy and operations, information technology and overseas support.

Marshall has extensive government and private sector experience as a consultant, manager, and executive. Before joining USAID, Marshall was a Principal with IBM Consulting, where he advised federal, state and local government clients. Earlier in his career he served as a Senior Advisor to the Chairman of the U.S. Senate Committee on Governmental Affairs, where he developed plans and legislation to re-engineer and restructure the federal executive branch. Marshall's strong background and commitment to government- wide reform initiatives are reflected through his earlier service as CEO of Federal Crop Insurance Corporation, and in appointed positions in President Reagan's Office of Management and Budget and at the U.S. Department of Education.

Marshall's career also includes public service through his appointments on the Governor of Virginia's Commission on Government Reform, the congressionally appointed Commission for the Improvement of the Federal Crop Insurance Program and service on 10 advisory committees to the Arlington County, VA Government and School Board. Marshall has numerous articles published in his field and has served as a guest panelist on the MacNeil- Lehrer News Hour.

A native of Omaha, Nebraska, Marshall obtained his BA and MBA from the University of Virginia.
